Date/time formats

All datetimes are in UTC timezone and formatted YYYY-MM-DDTHH:MM:SS.MSSZ (ISO-8601) for example 2020-09-16T13:00:25.585883Z. Some dates like start_date are formatted YYYY-MM-DD if the time is irrelevant.

Also, any date/time URL parameters or attributes send as a request payload accept this same format.
